Portugal continued to incrementally reduce its top corporate tax rate from 31.5 in 2024 to 30.5 percent in 2025, further down to 29.5 percent in 2026. Portugal’s rank is 33rd, the same as last year.

Weaknesses

  • Portugal has a progressive corporate income tax system with a high top rate of 29.5 percent, including multiple distortive top-up taxes that limit loss offsets.
