How to Use This Tool

Overview

The International Tax Competitiveness Index (ITCI) measures and compares the tax competitiveness of all 38 OECD countries. Each country receives an overall score from 0 to 100, with 100 representing the most competitive tax system. The index is updated annually each October.

  • Overall rankings tab — View all 38 countries sorted by total ITCI score. Use the “View component” buttons to re-sort by any of the five sub-categories.
  • Category tabs — Switch between Corporate, Individual, Consumption, Property, and Cross-border tabs to see rankings for each component.
  • Bar chart — Hover over any bar to see a tooltip with all five component scores. Click a country name or bar to open its full country profile.
  • Country dropdown — Use the “Jump to a country” selector in the top-right to navigate directly to any country profile.

Country Profile Pages

  • Score cards — Six cards at the top show the country’s rank and score for each component. Click any card to return to that category’s rankings on the home page.
  • Radar chart — The spider chart visualizes the country’s five component scores simultaneously, making it easy to spot strengths and weaknesses at a glance.
  • OECD context heat map — The color-coded grid shows how the country ranks against all 38 OECD nations across every component. Click any row to navigate to that country’s profile (where available).
  • Rank over time chart — The sparkline traces the country’s overall ITCI rank from 2014 to 2026, showing trajectory and year-over-year changes.

Understanding the Colors

Every chart, map, and table in this tool shares one color scale, keyed to a country’s rank out of 38:

  • Green — top of the rankings: the most competitive tax systems
  • Light blue — the rest of the top half, down to 19th
  • Darker blue — the bottom half, from 20th down
  • Navy — bottom of the rankings: the least competitive tax systems
  • Gray — on maps, a country outside the OECD and not scored

On the rankings chart, bar length shows the 0–100 score while bar color shows the rank, so you can read both at once.
