Head of Policy

Position Summary

The Head of Policy at Tax Foundation Europe is responsible for coordinating and implementing a research agenda on relevant tax, trade, and fiscal policies at the EU level, building and maintaining relationships with policymakers and other stakeholders, engaging in business development, and working with EU policymakers and policy organizations to promote smarter, pro-growth tax policy.

This is a full-time position based in Brussels, Belgium.

Policy Director

Essential Functions

Research (50%)

  • Coordinate a robust research agenda with the Policy Director
  • Research and write on European tax, trade, and fiscal policy debates; this will include white papers, blogs, and op-eds
  • Track current EU tax and trade policy proposals and their intersection with Tax Foundation Europe’s work
  • Develop quantitative tools for assessing tax proposals at the EU level
  • Regularly present research findings at Brussels events with policymakers, private sector participants, and the academic community, and discuss those findings with relevant members of the media

Outreach (30%)

  • Develop relationships with individuals in the European policy community, including public, private, and academic stakeholders
  • Serve as a participant in the Platform for Collaboration on Good Tax Governance on behalf of Tax Foundation Europe
  • Serve as the liaison between other Tax Foundation Europe staff and stakeholders in European institutions
  • Use CRM tools to document external relationships in a timely manner
  • Coordinate with the team on communicating with sponsors of Tax Foundation Europe projects and opportunities for additional financial support for Tax Foundation Europe
  • Manage and coordinate events with partners in the EU and transatlantic partners in Washington, DC.

 Project Management and Coordination (20%)

  • Responsible for coordinating project resources, timelines, and individual contributions across research, development, and marketing functions according to Tax Foundation Europe project management processes

Position Type and Expected Hours of Work

  • This is a full-time position on a 38h-a-week schedule.

Travel

  • This position involves some travel for conferences, meetings, and presentations.

Preferred Education, Experience, or Qualifications

  • 5-7 years of experience or training in economics, public finance, public policy, political science, or government
  • Advanced degree in economics, public policy, political science, European affairs, or related field
  • Strong communication and writing skills, with demonstrated experience researching and writing about public policy
  • Deep understanding of EU institutions
  • Experience using tools for quantitative analysis like R, Stata, Python, or Excel
  • Professional fluency in at least one other European language is strongly preferred

Minimum Education, Experience, or Qualifications

  • Professional fluency in English in spoken and written form is required 
  • 3-5 years of experience or training in economics, public finance, public policy, political science, or government
  • Data analysis skills and proficiency in Excel or other data analysis software
  • Experience working in EU policy circles between NGOs and policymakers

  • Preference will be given to candidates who are able to work from Brussels. Tax Foundation Europe does not offer visa or work permit sponsorship.
