"Everyone knows that the U.S. has striking budget deficits and a sharp rise in debt on the horizon and in the years to come," says Holtz-Eakin, who is also a member of the Tax Foundation's Board of Directors. "That's not pro-growth. … What would pro-growth fiscal policy look like? It would be: Fix the deficits, which threaten higher interest rates or higher taxes or both. Do it by controlling spending.
