Direct Democracy and State Fiscal Policy

I’m speaking this morning at the CapitolBeat 2010 conference, on the subject of “Fiscal Handcuffs: The Constraints of Direct Democracy.” I’m making the case that there are a wide array of things that restrict legislators’ actions, and many of them are beneficial. My slideshow is below.
