CNBC: Tax Fairness Reaches a Tipping Point March 25, 2010 Natasha Altamirano Natasha Altamirano On CNBC’s “Kudlow Report” last night, Larry Kudlow discusses tax fairness with Robert Reich, former labor secretary, and Dick Armey, former House majority leader. Kudlow cites the Tax Foundation’s most recent report on “nonpayers,” people whose exemptions, deductions and credits wiped out any federal income tax due. A record 51.6 million tax filers had no income tax liability in 2008 – or 36.3 percent of the 142 million tax returns filed.
