Safe Walks, a Seattle-based group that pushes for improved sidewalks and other city infrastructure, discusses an emerging debate about that city's interesting "head tax." The $25-a-year tax is imposed on employees who drive alone to work. It's a few years old, and some city officials now claim that it is harming job creation.
