State Budgets: Oregon Governor Recommends Tax and Spending Increases

Legislators in January will be considering Gov. Ted Kulongoski's (D) proposed $15.8 billion 2009-11 budget, balanced but a 7% reduction from the current biennial budget. The budget includes tax and fee increases, including higher charges for hunting and fishing, car registration and the gas tax by 2 cents, occupational licensing, hospital taxes and a 2.5 cent cigarette tax increase, raising the corporate minimum tax, and even diverting 911 fees to the general fund. The budget also has some layoffs but expands education spending, targeted tax credits to pick winners and losers, and hikes transportation spending by $1 billion.
